一、           醫(yī)院概況

1.       Hospital Summary

洛陽東方醫(yī)院是一所有著60余年發(fā)展歷史，集醫(yī)療、預(yù)防、康復(fù)、科研、教學(xué)、社區(qū)衛(wèi)生、養(yǎng)老服務(wù)為一體的三級綜合性醫(yī)院，也是河南科技大學(xué)（非直屬）第三附屬醫(yī)院。醫(yī)院前身為中國第一拖拉機(jī)廠職工醫(yī)院。近年來，東方醫(yī)院通過加強(qiáng)管理，技術(shù)創(chuàng)新，提升服務(wù)，多次在省、市的各項行業(yè)評比活動中名列前位。先后被評為：“河南省群眾百姓滿意醫(yī)院”、“全國改善醫(yī)療服務(wù)示范醫(yī)院”、“全國百姓放心百佳示范醫(yī)院”、“全國百家改革創(chuàng)新醫(yī)院”、“河南省醫(yī)院管理先進(jìn)單位”、“河南省平安醫(yī)院”等。

LuoyangDongFangHospital, the Third Affiliated Hospital of Henan University of Science andTechnology,is a grade A comprehensive hospital with a history of 60 yearsintegratedwith medical care and prevention, recovery and rehabilitation,research andcommunity health service. The predecessor of it is Workers’Hospitalof the First Tractor Factory. Inrecent years, Luoyang Dong Fang Hospital hasranked top many times in thevarious provincial and municipal ratingactivities through strengthenedmanagement, innovative technology and improvedservices. It was honored suchtitles as ‘Henan Provincial CommonPeople Satisfaction Hospital’, ‘NationalImproveMedical Service Demonstration Hospital’, ‘Top 100 National CommonPeopleTrusted Demonstration Hospital’, ‘Top 100 National Reform and InnovationHospital’,‘Advanced Unit on Management in Henan Province’, ‘Henan Provincial Safe Hospital’and so on.

醫(yī)院資產(chǎn)規(guī)模為4.9億元，占地面積55畝，建筑面積8萬平方米，開放床位920余張。醫(yī)院專科設(shè)置齊全、功能完備。開設(shè)臨床科室50個、醫(yī)技輔助科室18個，下設(shè)社區(qū)衛(wèi)生服務(wù)中心1個、社區(qū)衛(wèi)生服務(wù)站6個。2019年，出院患者3萬余人次，門急診患者56萬余人次，出院手術(shù)7千余人次。

With 490 Million assets, it coversan area of 3.6hectare with floor area of 80,000 square meter and have 920 wardbeds. Itallocates full equipment and complete function with 50 clinicalapartments, 18 medical assistantapartments, 1 community health service centerand 6 community health service stations.In 2019,the number of patientsdischarge is morethan 30,000,outpatient capacity is more than 560,000, surgeries are more than 7,000.

醫(yī)院現(xiàn)有職工1200余人，其中博士、碩士90余人，碩士生導(dǎo)師5人，高中級專業(yè)技術(shù)人員500余人，擁有河南省科技創(chuàng)新人才、洛陽市優(yōu)秀專家、洛陽市青年拔尖人才、洛陽市百佳名醫(yī)名護(hù)近60人。擁有德國西門子128排螺旋CT、3.0T核磁共振、瓦里安UNIQUE直線加速器、數(shù)字胃腸機(jī)、DR、全自動生化分析儀；美國GE公司的雙排CT、數(shù)字血管造影機(jī)DSA 2臺、美國GE彩超14臺等百萬元以上設(shè)備50余臺套，為新技術(shù)的開展、高質(zhì)量診療服務(wù)的提供奠定了堅實(shí)的基礎(chǔ)。

It has more than 1200 staff of whichmore than 90with master and PhD degree, 5 master supervisors and 500 seniorand intermediatetechnicians. At present, it has about 60 qualified personnelrated as scienceand technology innovative talents of Henan Province, excellentexperts of LuoyangMunicipal, young excellent talents of Luoyang Municipal, andtop 100 renowneddoctors and nurses. The hospital is equipped with 128 layerspiral CT, 3.0T NMR, Varian UNIQUE linear accelerator, digital gastrointestinal machine, DR, Automatic Biochemical Analyzer, GE Double LayersCT,  2 Digital Angiographic Machine, 14 GE ColorDoppler Ultrasound Machine, and other 50sophisticated medical equipments whichcost million RMB each, enables tosupport teaching and clinical scientificresearch development.

二、學(xué)科建設(shè)

2.       Discipline Construction

醫(yī)院始終堅持“科教興院、人才強(qiáng)院”的發(fā)展戰(zhàn)略，通過人才引進(jìn)、技術(shù)合作、設(shè)備更新等措施，不斷拓展業(yè)務(wù)范圍，逐漸培育出了一批具有特色和發(fā)展?jié)摿Φ膬?yōu)勢學(xué)科。腫瘤中心是河南省衛(wèi)生廳批準(zhǔn)成立的“洛陽市腫瘤綜合治療中心”，河南省首批“癌痛規(guī)范化治療示范病房”，第一家在豫西地區(qū)引入美國瓦里安公司2100C直線加速器，現(xiàn)已更新的具備容積調(diào)強(qiáng)功能的放療設(shè)備在河南省也位居前列，是洛陽市較早開展腫瘤熱灌注治療、粒子植入治療的學(xué)科。多學(xué)科（MDT）會診，為患者提供“一站式”、個性化、精準(zhǔn)治療方案，2018年成為我市唯一一家被國家衛(wèi)健委列為第一批腫瘤（消化系統(tǒng)）多學(xué)科診療試點(diǎn)醫(yī)院；心臟中心是首批通過河南省心血管介入診療技術(shù)準(zhǔn)入的學(xué)科，在洛陽市較早成熟開展心律失常射頻消融，冠脈造影、支架植入術(shù)、先心病介入封堵及外科心臟瓣膜置換手術(shù)、冠脈搭橋術(shù)等各類高危疑難心臟手術(shù)。2016年，成為中國醫(yī)學(xué)科學(xué)院阜外醫(yī)院洛陽東方醫(yī)院心血管病技術(shù)培訓(xùn)中心”；神經(jīng)中心能夠熟練開展顱內(nèi)動脈瘤介入栓塞術(shù)，顱內(nèi)動脈瘤開顱夾閉術(shù)，腦出血微創(chuàng)手術(shù)治療，經(jīng)鼻蝶垂體瘤切除術(shù)，腦膜瘤、腦膠質(zhì)瘤手術(shù)切除，顱咽管瘤，聽神經(jīng)瘤顯微手術(shù)切除，腦積水微創(chuàng)手術(shù)等疑難危重手術(shù)；消化科是河南省重點(diǎn)專科、“全國肝膽病防治技術(shù)示范基地”、洛陽市肝病研究所、洛陽市人工肝培訓(xùn)中心、全國人工肝“一市一中心”單位，有5名“全國肝膽病咨詢專家”，在洛陽市率先了人工肝技術(shù)、肝臟活檢、早期肝纖維化血清學(xué)診斷、腹水超濾濃縮回輸?shù)认冗M(jìn)技術(shù)；骨科是洛陽市重點(diǎn)?？?，也是洛陽市骨科生物醫(yī)學(xué)研究所，洛陽市骨修復(fù)重點(diǎn)實(shí)驗室，率先開展了髖、膝人工關(guān)節(jié)置換術(shù)及脊柱微創(chuàng)手術(shù)；洛陽市重點(diǎn)?？贫呛砜疲陬^頸腫瘤的綜合治療、喉癌根治、中耳疾病、面神經(jīng)疾患的手術(shù)治療以及聽力重建術(shù)在豫西地區(qū)享有盛譽(yù)；洛陽市重點(diǎn)?？起薷贡谕饪崎_展的腹腔鏡切口疝無張力修補(bǔ)術(shù)填補(bǔ)洛陽市技術(shù)空白；血液凈化科是河南省血液凈化質(zhì)量控制中心洛陽分中心，擁有血液透析機(jī)50余臺，率先在洛陽市開展血管通路并發(fā)癥的介入治療，位居河南省領(lǐng)先水平；整形外科開展的“巨型先天性黑色素細(xì)胞痣”特色治療技術(shù)，惠及了來自國內(nèi)外千余名深受疾病困擾的患者，曾被中央電視臺、鳳凰衛(wèi)視、日本富士電視臺等多家媒體采訪報道。近年來，獲得市級以上科研項目10余項，發(fā)表科研論文和SCI文章900余篇，舉辦國家、省、市級各類學(xué)術(shù)會議100余場。

Consistently adhering to the philosophydevelopmentstrategy of ‘revitalize the hospital through science andtechnology, invigoratethe hospital through talents’, the hospital graduallydevelop a batch of disciplines withgreat features and development potentialsthrough talents introduction, technologycooperation, equipment update andexpanding business scope.

The tumor center establishment isapproved by Departmentof Public Health of Henan Province as ‘Tumorcomprehensive treatment center ofLuoyang Municipal’, it is the Henan Provincialfirst ‘cancer pain standardizedtreatment demonstration ward’, also the firstapply American Varian 2100Clinear accelerator in western Henan Province, the present equipment with VMAT function ranks among the best in HenanProvince.Prior to developtumorhyperthermicperfusion therapy and particle implantation therapy. Themulti-disciplinaryteam (MDT) provides one-stop, personalized, precise treatment. In 2018, it became the only first batch tumor (digestive system)multi-disciplinary diagnosis and treat experimental unit which was listed byNational Health Commission of the People’s Republic of China.

The heart center is the first disciplinewhich gains admittance through HenanProvincial cardiovascular interventiontreatment technology, prior to developarrhythmia radio frequency ablation,coronary angiography, stent implantation,congenital heart disease transcatheterclosure, surgical cardiac valvereplacement, coronary bypass surgery and othersorts of high risk andcomplicated heart surgery in Luoyang City. In2016, the heart center became theFuwai Hospital angiocarpy technology trainingcenter.

The neuro center is enableto skilled inoperating intracranial aneurysm interventional embolisation andcraniotomyclipping, cerebral hemorrhage minimally invasive surgery,transsphenoidalpituitary tumor resection, meningeoma, glioma excision, craniopharyngioma,microsurgicalremoval of acoustic neuroma, and minimally invasive surgery forhydrocephalus.

The gastroenterology department is theHenan Provincial priorityspeciality, national hepatobiliary diseasesprevention skills demonstrationbase, Luoyang Municipal liver disease researchinstitution, Luoyang municipalartificial liver training center, One-City-One-Center of national artificial liver unit, and has 5 national liver-gallbladderdisease consultationexperts. It takes the lead developing artificial livertechnology, liverbiopsy, serological diagnosis of early hepatic fibrosis,ultrafiltration andreinfusion of ascites, and other advanced technologies.The orthopaedicsdepartment is the Luoyang Municipalpriority speciality, also is LuoyangMunicipal orthopedic biomedical researchinstitute, and Luoyang Municipal bonerepair key lab, it takes the leaddeveloping artificial hip and kneereplacement, and minimally invasivesurgery in spine.

The ear, nose and throat(ENT) departmentis the Luoyang Municipal priority speciality, it enjoys highreputation inthe comprehensive head-and-neck cancer treatment, laryngealcancertreatment, middle ear disease, facial nerve operation, and auditoryrehabilitationoperation in western Henan Province.

The hernia and abdominalsurgerydepartment also is Luoyang Municipal priority speciality, it developstension-freerepair of laparoscopic incisional hernia fill technical gaps inLuoyang City.

Blood purification section is a Luoyangbranch center of Henan provincialblood purification quality control center with50 dialysis equipments, it takesthe lead developing the interventional therapyof vascular access complicatingdisease, it is in the leading position of HenanProvince.

The plastic surgerydepartmentdevelops giant congenital melanin cellular nevus characteristictreatmenttechnology, enables to benefit thousand patients that come fromdomestic andforeign countries who suffered by this kind of disease, wasinterviewed byChina Central Television (knows as CCTV), Phoenix TV, Fuji TVand numerousmedia.

For the past few years, the hospital hasgained more than10 scientific research projects, published more than 900 research papersandSCIarticles, conducted more than 100 national, provincial and municipalacademicconferences.

——實(shí)施薪酬分配制度改革，完善績效考評體系。實(shí)施了“按崗定酬、崗薪一致、崗變薪變、績優(yōu)薪優(yōu)”的薪酬分配制度；建立了集目標(biāo)管理、關(guān)鍵指標(biāo)管理（KPI）、平衡計分法等為一體，以“質(zhì)量、成本、費(fèi)用、服務(wù)、安全”為核心的綜合績效管理體系和崗位責(zé)任目標(biāo)考核體系，形成了“讓目標(biāo)導(dǎo)向、讓制度落地、讓考核量化、讓結(jié)果定酬”的考核機(jī)制。

——著力服務(wù)創(chuàng)新，持續(xù)改善患者就醫(yī)體驗。相繼開展了預(yù)約門診、延時門診、無假日門診，導(dǎo)醫(yī)陪診、“先診療、后付費(fèi)”、報告單寄送服務(wù)及“一針準(zhǔn)”標(biāo)準(zhǔn)服務(wù)、“三特人群、三似藥品”溫馨提示用藥安全服務(wù)、臨終關(guān)懷護(hù)理服務(wù)等。建立了“?？茖２〔∮褧?rdquo;，普及健康知識，和諧醫(yī)患關(guān)系。率先成立“客戶服務(wù)中心”，對出院患者進(jìn)行回訪，落實(shí)患者意見和建議。率先在洛陽市實(shí)施移動醫(yī)療、移動護(hù)理、檢查報告自助打印等智慧醫(yī)院項目建設(shè)，切實(shí)改善患者就醫(yī)體驗，患者滿意率始終保持在95%以上。
